All Alliance members have signed up to the Digital Innovation Hubs Programme Principles for Participation and this delivery sub-group focuses on the changes required to deliver the principles in practice.

The Alliance’s aim to encourage widespread access to UK health data risks being impeded by current information governance processes that are labour intensive, with many treating all applications on a case-by-case basis.

By drawing together national and international best practice and ensuring consistency across Alliance members there are opportunities to harmonise the principles, definitions, process steps and information requested to develop a best practice proportionate governance framework for assessing requests to access UK health data.

This will be tested with the International Council of Reference and will need to reflect particular conditions related to specific datasets and data custodians, including different legislative frameworks. Working with the Innovation Gateway Delivery sub-group, opportunities to use technology to automate the process as far as possible will also be pursued.
